  Even if, "‘substantial independence’ by way of impartiality and neutrality ...(could)...be achieved through the firm political will, definite intention, and resolved commitment of/by the government (that) allows the office holder sufficient freedom, in fact, to carry out the mandate with little to no interference,'" Ghana would not be on a firm quest to building any responsible institution in this matter.

  READ THIS: "...It is my personal and firm belief that we should amend the Constitution and take away the criminal prosecution function of the AG’s office, and vest it in a separate, independent office of a Prosecutor-General...".
  
  
  WE SAY: Yes!

  And we have have been saying so, in multiple essays, to date.
  
  What is most astounding is the lack of interest/urgency in the matter by so many individuals making all rounds on radio, TV, print, etc., talking about all manner of minor stuff.
  
  Respectfully, we must say that it is shameful that President Akofo Addo has said zilch about this important matter -- correcting the warts-infested Rawlings Constitution.
  
  It is because of this lack of action that our last essay "counselled" Mr. Martin Amidu not to accept any position with the Akufo Addo until this matter with the constitution is addressed - scope from work already done, schedule, commitment by the President, etc.
  
  Fact is, Mr. Martin Amidu has a lot more to lose when things blow up, after the dance with Akufo Addo personality plan.
  
  I ain't gonna work, much!

  I am glad you and Ace find a common ground in this important matter. Interestingly, though, I have also raised a similar concern in some of my articles:
  
  How truly "independent" can an independent prosecutor be?
  
  Ace's legal arguments clearly offer some insightful explanations as to why this could be a difficult task to achieve absent constitutional reforms.

  "I believe that ‘substantial independence’ involving the office and appointed person being impartial, neutral or unbiased is possible and constitutional." I think the independent prosecutor is definitely going to rely on the police and its appendage institutions like the BNI. These institutions are always not impartial. As in the case of the "montie 3" The police and the BNI even white-washed the individuals involved. I think the office of a special prosecutor on top of the police will act on the biased police, BNI dockets. I think the office of IGP must be devoid of political influence to enable him/her work without fear or favor. The Police commission must be given a free hand to appoint IGP based on merits, seniority and professionalism. Sir, I am not a lawyer, but I am curious to know how the proposed independent prosecutor acting on police dockets, at times, bereft of impartiality could be neutral?

  There is no impartial judge and lawyer because all human beings are political animals, people with various world outlook and upbringing.
  It is a fact that a person who served his term of sentence can not be charge on the same offense again. Though the Muntie3 served their term of sentence yet some lawyers want that term to be extended with the judges at the Supreme Court accepting to handle the matter because of their world outlook and partisanship.
