What I personally can't understand is, why must the Zongo communities be treated special? They are living how they want to live and we therefore need not waste resources (special) on those Zongo people.

Why specifically Zongo? The whole concept of the Zongo Ministry is driven by a political agenda. The Zongo communities aren't the only deprived, underdeveloped, broken, disadvantaged and marginalised communities in Ghana. The Zongo communities aren't the only communities facing deprivation, unemployment, poor education, lack of social amenities and poor living standards.
It's mainly about politics! The NPP Government is simply courting Muslim/Islamic voters. This is just for the NPP leadership to say to the Muslims. 'Look at what we've done for you people.' Your new Mosques, Islamic community centres, and Islamic schools. Now, we need your support/vote because the NPP is on the side of Ghanaian Muslims.
The Government's Development and Transformation policies and programmes of the country's Inner-city areas should aim at all sections of the community. There's no need for the word, "ZONGO".

The Zongo Ministry is a headstart, strategically created to pave way for Dr. Bawumia, the first muslim, to become president after a compulsory 8-year rule of Nana Akufo Addo. The Zongo ministry will be tasked to provide the Fuseinas, Abibas and Aminas, a Koose-maasa-koko factory to support the school feeding program.
We should make it compulsory for our secondary schools to feed our kids with Koko-maasa or koko-Koose which is, otherwise, called sharp-brain in the Universities. Trust me you cannot get any better breakfast when Fuseina/Asanas mount the kitchen podium, Allah! And by so doing, 1000s of jobs will be created for the Ghanaian Zongolee. Also, if this plan works perfectly the NPP, the NDC will stay in opposition for llong ong time since their supporting base is gonna seriously dwindle, living Trokosis as the lone Rangers and/or the last pillar of the NDC. Nana y3 bad. The chance of the NDC coming close to power will be far far away, especially asTogbui Afede, for once, and for the love for Nana Addo, is trying to work with Asantehene to call for a truce that will end the coldwar between Trokosis and my Kookoase half cousins for good.
