  Your ideas are very good from a purely pragmatic point of view. But this one-district-one-factory thing is a purely political idea meant to catch votes. That is why your good points do not capture the essence of the proposal.
  
  For instance, your points do not need to be tied to a stipulation of one district having one factory. Going by your points, some districts do not need to have any factory at all while others may do well with two or three that can provide employment for people of the nearby districts that do not have a factory. But as soon as a district has been judged, by your good criteria, not to be viable for a factory, the political mantra is violated. EVERY district MUST have a factory, no matter what. That was the promise.
  
  An even more important thing is that the stipulation of the mantra is that it is the government that must build the factory, not the citizens. The mantra didn't say that the government will provide the enabling environment for at least one factory to be built in each district. THAT WILL NOT BE A VOTE CATCHER. It is the government itself who must build the factory. So you must hold the government to that.
  
  Henry, if government goes by your well-thought out ideas, they must, of necessity, depart from the pre-election promise. Even if that will be the sensible thing to do, they will, of necessity, be deceiving the electorate and going back on their promises.
  
  I think that is why people are skeptical about the manifesto promises.
  
  Then there is this ideological confusion about the whole thing. A party that believes in a conservative "property creating democracy" should not, itself, be setting up factories. But that is what the promise said: that they will, themselves, set up the factories.
  
  But it is great to be optimistic. So we shall hope and hope.

  Even if the one district one factory is a voter catcher, what is wrong with it? Let's look beyound and help develop the nation. Kweku look at Ivory Coast today. It has never said its socialist in any form, yet president Quattara is constructing factories, roads, huge plantations IEA cashew. It's creating jobs, jobs and jobs, which is a national security issue in Ghana.
  Kweku, good points on if a district can't have a factory. That is why Henry's broad definition of a factory would work here.Let us think deep. Plan, plan and plan again by making the plans public for people to add.
  Is it not possible for individuals from say Savelugu or Krachi, or Wenchi or Segu, or Ejisu to come to together and invest in the one district one factory?
  The most important point is the industrialisation and jobs creation. One good socialist Brother Akuffo Justice calls the NPP plan, a poorer version of the CPP Seven Year Development Plan. We must all help to get this nation working once more.

  It is precisely the vote-catcher thing that is wrong with the policy. It is not because it enabled NPP to win (there's nothing wrong with that) but because it will tie the government to implement the policy wrongly or resort to deceit. If you promise the people one district one factory so that they should vote for you, without thinking out the policy properly or basing it on any pilot study (as Henry suggests) or other feasibility studies, chances are you're not going to deliver what you promise.
  
  We are all agreed on the goals - industrial development, creating jobs and improving the lives of the people. It's the means by which we achieve them that the argument is about. If you tell the people you can achieve those goals by, among other things, creating one factory in each district, and giving each constituency 1million $ each year you're in power, so they should vote for you and they do so, then it matters a lot that it is a vote catcher. You are bound by the promise. You may also be hemmed in by it.
  
  But again, we should be optimistic and believe that it's doable.

  This is the sort of non-partisan article that everyone must read and contribute to but it feels eerily empty here, where are the brains o mother Ghana? Our so-called resident PHDs must learn from this writer in contributing sensible solutions to our nation building plans. I challenge the likes of Okoampa, Kwarteng, Zungu, Bokor, Andy C Y et al to desist from their insatiable penchant for criticising and ridiculing anything and anyone who has opposing ideological views to what they hold. Blessings to this writer to continue to shed more light on how to get to the promised land.

  An excellent opinion piece Prof. It will be very important to define 'small business' in the comntext of Ghana. This will help in the M & E of the 'one district, one factory' program itself and the beneficiaries of the program. It is very difficult, if not impossible to suggest to politicians that businesses will not employ for the sake of employing but rather if such resource (in this instance labour)will optimize their production and delivery to markets. Government should just create the necessary favourable environment for the program to take off and then M & E since public funds are going to be used. Let's wish the government of the day success with the program.
