I think the advisors of his Excellency should take a second look at this proposal.

It is called Heritage Fund precisely because it is not supposed to be used today. If it is, then it's no longer a Heritage fund.

At any rate, it's only 9% of what accrues to Ghana from our oil earnings. It is not much at all given that our oil output is not much. But it is money we can put aside that will gradually grow and earn interest. We cannot start using it now.
From the scale of the promised free SHS, it won't even be enough. I also agree that money for the free SHS should be found from the normal revenue sources. And the normal sources includes revenue from oil - the 91% of our share that is not Heritage Fund.
