No, you need to read carefully. The supply of labor has not declined in Ghana-- the demand if you take 10 year averages hasn't fallen either with private sector activity and increases in demand from sectors like the services sector. Remember that the majority of people in Ghana are in the informal sector and are not even counted in these statistics. What I suspect the author was trying to say are increasing levels of unemployment. The unemployment rate is around 15%. For reference go to the government statistics agency or IMF statistics. Perhaps you need a refresher course in basic economics?

The best advice you can give your readers back in Ghana is to encourage them to make it there by any means necessary. The idea of an unemployed graduate is ludicrous. You do not get a graduate degree to get employed, you get a graduate degree to solve critical problems and make money while solving the problem. There is money home...now go find it!!
