NPP SHOULD KNOW THAT TECHNOLOGY IS WHAT ALL CIVILIZED ADMINISTRATIONS ARE USING TO RUN THEIR DAY TO DAY DUTIES. ONE COMPUTER CAN PERFORM THE JOB OF THREE DEPUTIES. REDUCE THE SIZE OF MINISTERS.

For the USA and RUSSIA you will need ten deputy Ambassadors each. This is competence at work.
