  If you are going to use division of labor and specialization to justify these ministerial appointments, then I am afraid your logic is quite flawed.
  
  Why don't you try applying for a job as a NASA engineer (assuming you are not an engineer)-- and ask if they will employ you because of division of labor, hoping you will learn about engineering on the job? So why try to justify it for our economy which needs the right human capital and worth ethic to pull it out of the mess it currently finds itself?
  
  More than half of these deputy ministers appointed have no training/work experience in the fields in which they have been assigned. We are expecting them to hit the ground running, not learn on the job! We do not need students of economics for example, running the Ministry of Finance. This is not child's play.

  Esi the argument has nothing to do with engineering or NASA. It's about efficiency and effectiveness. F. Taylor the father of scientific management and Adam Smith, father of economics all attested to the principle of dividing work and assigning them to competent workers. M. Porter and Drunker will attest to strategy and creativty as the essence of change. The job on hand now is about what goals to achieve and how they can be achieved. It is like having a nonperforming company and deciding to change its management for a more competent leadership. Assuming you have set targets for the new leadership to achieve, are you going to ask him what to do or you are going to wait till the accounting year before evaluating his performance. What you should understand is that success of a leader is dependent on developing and doing the right things courageously. It's about right team, right tools, right strategies, right communication and right cultures at a given time. Numbers will vary depending on the problem. If you just want to maintain the status quo then you follow what is done everyday with no positive results but if you want to bring a change you need to restructure by modifying cultures, strategies, tactics and operations.

  Those who compare Kufour administration economic activities and decisions with that of the Mahama administration are not very bright especially the one Ghana economics guru, Dr. Bawumia. Here are layman's explanations for the continued faulty comparisons. If I owe a total amount of US $1 million on my credit cards and some of my creditors decide to write off some of the debts I owe them thereby reducing my credit card debts to US $530,000 the gesture alone will be enough to give me extra money to spent each month. The extra monthly spending money does not come from my employer neither would it come from my creditors; those are monies I would have sent in to pay the minimum montly credit payments on my credit cards. Any and all of the properties I acquire with my new found spending money help boost economic activities even when I have screwed my creditors. Under Kufour the advanced nations of the world forgave some of the monies (did we not officially become a beggar nation under Kufour) we owed giving Kufour money to spend and at the same time reducing our debt credit ratio. To engage in economic calculus that ignore the basics or for that matter fail to include life expectancy improvements or decline is more tragic especially coming from Dr. Bawumia who is a big fish in a small Ghana pond.

  I am a great supporter of our president because I can read from his eyes and he shows great enthusiasm to turn things around. However, I think he could have been smarter with the ministers appointed than this. Take for example, as minister of transport; he could have been the minister for road, rail,sea,air,and all other sectors of transport. Ministers do very little except being at the forefront of policy making and political administrative matters,including gatekeeping duties. S/he delegates almost all other responsibilities. I am a bit disappointed with this. But we need to help Nana to help us by offering constructive critism. He can change the situation and at any time. I like his idea of resurrecting our rail transport.
