  I think you didnt understand the implications of what the minister said. U think like her. Dont just express your opinions on issue u have no knowledge. No professional at the ministry would write that portion of the speech. Telling them to dress decently is fine but there was no need to associate dressing with rape. Men rape babies and old women, some men even rape boys. The problem with her view is the association between dressing and rape. Men have no right to rape a girl or a boy because of the dressing. Pls, tell the minister to learn or consult professionals in her ministry to avoid such unpleasant talks.
