  There is no such institution as a "Ministry" of Business Development even though it is now boldly inscribed on an office building at Ridge. The appointee is designated as a Minister of State for Business Devepment at the Office of the President. The President himself who made the appointment clearly explained that these Ministers of State were not appointed to run Ministries. If for any reason the have began to designate their offices as Ministries they must be corrected immediately by the Presidency or question by the media. A full Ministry has different implications. It is staffed by a Chief Director, Internal Auditor, Chief Accountant, Procurement officer and has an Entity Committee and an Advisory Board. It also has a letterhead independent of the office of the President. A Ministry can enter into contracts without clearance from the Chief of Staff and can hold an account with the Accountant Generals Department which is audited by the Auditor General. Rashid Pelpou attempted to redesignate his portfolio as a full Minister with a Minister on his own accord but failed and returned to the original intention of the appointment as a Minister of State at the Presidency. The media must ask for what is stated in appointment letters ofvthe appointing authority not simply follow what politicians want to call themselves after their appointments. The practice is wrong. Let us do the right think within the limits of the rule of law.

  Where is the budget of the Minister for Business Development assigned? It is categorically under the Office of the President, not under a separate Ministry budget line separately defended by and appropriated to a Ministry by Parliament. It is lumped together with the Government Business budget under the Chief of Staff who hold these accounts on behalf of Ministers of State undr the Presidency. I rest my case. Let's stop this tomfoolery now.
