  It is incumbent on the Akufo administration to present a white paper on 1 District 1 Factory agenda detailing the expectations:
  the districts, the type of factories, the budget allocations, the sources of energy, the likely shift in populations from rural to urban centers, etc.
  
  There are lots of questions to be asked & answered, for this transformative proposal to take shape & be successful.
