I am surprised why mention was not made of the depletion of funds which should have gone towards equipping and supplying the libraries with books, journals, magazines, etc., through the much abused book allowances to the Poly and university teachers, etc. The university libraries are also pathetic. Most of the books in Balme Library, Legon, are books acquired by Balme before 1966.

I live in Norway and if you really want to improve the Ghanaian Libraries just contact the Norwegian government and get good structural advice and effectiveness.
