And is it not the responsibility of the same two branches of government to write laws that govern conduct that then become basis of or for enforcement by the judicial branch of government?

How has civilized governments across the globe been able to make changes to existing systems, structures, practices and procedures to counter all the ongoing changes in the world that affect their land but Ghana unable to solve our problems of mismanagement and wanton corruption? Every programmed funds or money earmarked for any project in Ghana must be officially approved by all 9 Regional Ministers for Check and Balances. A cross check by the Minister's office will keep accountability in check.
The Law has to be harsh on Public officials. As program manager of the project, every contractor aligned with the work should be properly vetted.

REMEMBER the corrupt are ENEMIES of the people and the State. They don't deserve MERCY!
