If Ghanaian citizens in the diaspora want to exercise their right to vote in elections in Ghana then they ought to pay taxes. No taxation without representation, means if Ghanaians abroad want to have a say in how the country is run then they ought to pay their share of taxes.

It was with bated breath that I read this article hoping the writer will suggest to our government to negotiate a tax treaty with the Canadian government. I guess that was the farthest thing on the mind of the writer of this article. As they say, Ghanaians in the diaspora can't have their cake and eat it. Ghanaians abroad should disabuse their minds of always having free lunch. There is no free lunch anywhere.

Citizens of every other nation who live abroad pay taxes to their home country before they vote. Why would the Ghanaian diaspora want to vote without paying taxes? If the present NPP government is smart and has foresight, it would leverage the Ghanaian diaspora desire to vote with revenue generation, because there is no representation without taxation. And those in the diaspora who genuinely want to help development back home would be amenable to this proposition.

We reiterate again that a bigger problem associated with governance is the warts-infested Rawlings Constitution. If desired, as we've been hearing for more than a decade, a ROPAA for voting purposes, would require "Constitutional intervention as an expression of all the people, not of a political party, whatever they call themselves. And there are other important matters of which we have written about on numerous occasions about the same Constitution.

As such, we are surprised Diasporans in Canada seem oblivious of this crucial requirement.

Kwabena Yeboah seems to be talking about taxes on "income", when people have already been taxed in the countries the incomes were made.

WE know of cases where multinationals operating in Ghana (e.g. Breweries) pay little to no taxes on their incomes to Ghana, by shifting losses in other countries.

Further, we are sure payments, taxes, and other investments made by many individual Ghanaian nationals and Diasporans all over the world are on a scale a lot bigger than that what many individuals living in Ghana who now vote contribute by way of taxes, every year. As such, "taxation" would be an inferior measure of "worth of contribution" by Diasporans, even if they are demanding the vote.

As one practical measure, should/must the government of Ghana tax individual and Diasporans retiring to Ghana with monthly incomes generated outside Ghana simply because those individuals also want to vote, and why? Our sense is, foreign exchange brought into Ghana by Diasporans is worth a lot more than the same amount merely circulated in Ghana.

So, after so many years and so much talk and spent electronic ink, what are the types and the nature of Retirement Programs for Ghanaian Diasporans?

What data does the government have?

Are you advocating that Ghanaians in the Diaspora have veto powers over Ghanaians here at home because of monthly or annual contributions to the economy through remittances? to family ,Prof Lungu? How fair do you want laws in Ghana to be? Should selection of representatives at local or national levels be influenced by votes from Ghanaians in the Diaspora who do not live under the laws and policies they help put in place or enact?
Should Ghana's parliament be modeled after the UN general Assembly so folks in the Diaspora could exercise veto powers over folks here at home because of their presumed monetary contributions to the Ghana economy? On what basis do Ghanaians in the Diaspora believe their rights are being violated because they do not vote in elections in Ghana? Ghanaians in the Diaspora do currently exercise undue advantages over those here at home who live under the rules and the after effects of the slow environmental disaster taking shape with help from Ghanaians in the Diaspora. Ghana is a dumping ground for all the items shipped home, most of which have expired or near expiration of manufacturer suggested useful life cycles. Furthermore, Ghanaians in the Diaspora have always been part of the disasters of policies of past and present government administrations; Ghanaians in the Diaspora have always proven, through their contributions to policy deliberations, enactment, implementation and oversight authority that they simply do not bring much to the table perhaps even worse. The contributory failures of Ghanaians in the Diaspora is numerous with one being their failure to understand that things work in their hosts countries because of effective, efficient civil and private institutions with best practices and procedures. Trying to impose ideals and ideas on Ghana without those institutions in place helps cause financial harm to Ghana. And more often than not those Ghanaians who come from the Diaspora to take positions in government administrations do leave Ghana after they've helped screw things up expecting most of us without options to stay and deal with the mess they help create. Look at the ignorance of the NPP appointment of a new FA lady from Canada who sits at YEA currently and you will know that all the hoopla about Diasporan contributions are not what they are cracked up to be.

"No taxation without representation" was one of the major causes of the American revolution. In other words, if you want to have a say in what affects the citizens of a country you ought to pay taxes. It is as simple as that.

For this reason, many countries have tax treaties around the globe where a percentage of taxes paid by foreign nationals are repatriated to their native countries. If Ghana diaspora in Canada want to exercise their rights to vote in general and local elections, then it is incumbent upon them to pay their fair share of taxes. Japan and US have tax treaties; Britain/US also have tax treaties, and many other countries.

The following are some of the countries that have income tax treaties with the US:

Armenia, Australia, Austria, Azerbaijan, Bangladesh, Belarus, Belgium, Estonia, Barbados, Canada, China, Cyprus, Czech Republic, Denmark, Egypt, Estonia, and the list goes on.

There are only two African countries in the list, and they are Morocco and South Africa. Go figure!!! Precious time will not permit me to list all the 80 or more countries that have income tax treaties with the US. This list shows how degenerative and ignorant African leaders are.

Ghana for instance have a large concentration in the UK, Canada and US, and if our cash strapped government knows what it is doing it will have income tax treaties with UK, Canada and the US.

Some Ghanaians in the diaspora are in prominent positions over in north America alone, not to mention UK. I can think of thousands professors and medical doctors in Canadian universities and hospitals alone, not to mention US and UK. Instead of our government issuing bonds and piling up debts, these income tax treaties will be a cheap source of revenue for our cash strapped do-nothing government. But because they are ignorant and very lazy to the bone, they have cannot think far.

We are merely advocating a broader perspective on many measures that can truly provide better governance and development for Ghana, including "taxation", measures that have a basis in a rational/"regenerative" Constitution and governance. In that context, our concept of "Diasporan" is actually more expansive, as it should, for the purpose of the discussion.
