The proposed amount to be charged by DVLA should rather be used to set up an effective functioning national ambulance service and nobody will complain and as Patriot has suggested above allow district assemblies in partnership with private businesses do the towing.
Effective ambulance service together with effective towing service will reduce deaths drastically, but not towing alone. And please don't charge me any towing fee when my car hasn't broken down on the road. But I will be happy to pay for an effective ambulance service.

Everyone seems to agree that disabled vehicles are road hazards and must be towed. The problem is, no one seems to have any concrete idea on how to go about towing those disabled vehicles. Usually this is a business opportunity for any enterprising person to get into, but given the lack of funds for small business, the government has to play a vital role. A private/public venture would enable the government to encourage entrepreneurs to get into the towing business, with the share of profits going to the business.

The police should tow the broken down vehicle away and surcharge to owner of the offending vehicle. It's that simple. No need to force every vehicle owner to pay towing fee. Keeping a vehicle roadworthy is the responsibility ... read full comment

Vehicles must be towed but the owner of the vehicle must pay for the towing. That kind of law that takes money from everybody in the name of providing towing services is stealing.
