  China helps no one. They are helping themselves. China promises big and delivers little in every African country they opetate, and they are able to get away with it because they buy officials who negotiate the deals.
  
  For example in in 2010 the Chinese Sicomine company paid as much as $50 million to officials of DR Congo as facilitation bonus (bride). Such payments are not accounted for in actual written agreement.

  Your last sentence is really what all this "so called" assistance is about. Bottom line is that we must all understand there is no "free lunch" anywhere on this planet. China wants Agrica/Ghana's resources period. Forget about all this one or two china policy crap. We also need money even though the money I believe is already here if we get our acts right. But lets just understand the correct basis for this assistance and try and get the best deal possible for Ghana. I trust the Vice president to do his utmost best.

  The fundamental questions is of what value is support by Ghana of the Chinese permanent interest (i.e, One China policy), as just one example?

The Chinese are happy to give Ghana and other African countries loans because the Chinese understand the best way to rape African countries of their resources (buy the corrupt African politicians, and the Chinese get to harvest the African nations' resources for pennies on the dollar). When one corrupt giant meets with a bunch of little corrupt players, it's usually a feast for the entire corrupt clan.
