  The Aliens Compliance Order of 1969 by the Busia government was not an attack on foreigners.This was a prudent measure taken by the Busia government to give Ghanaians the opportunity to engage in business in their own homeland.Foreigners from West Africa who were mostly Nigerians were in control of shops and even petty trading all over the country.The Busia government's order was to encourage Ghanaians to capture the commanding heights of the economy and was not a xenophobic attack.No Ghanaian physically attacked or harmed any foreigner as has been the case in other countries.
