Ghana is full of state organisations that are mainly used as fronts to employ the relatives of the people running state institutions.
Believe it or not, this reality of state organisations being set up today, rebranded and then gone tomorrow is a feature of democratic style government. This happens abroad as well.
What is needed to deal with non-performing organisations is an audit in terms of what we call PERFORMANCE MEASUREMENT AND REPORTING. By engaging in performance reporting, Ghana's government will be able to successfully deal with non-performing entities in the civil service. Thank you.

Such institutions/organizations are deliberately created to employ political sympathizers. Jobs for boys! If not why duplication of state institutions? We are our own enemies. Increasing the wage Bill with less productivity.
