  It is worth mentioning that specialists in a particular field usually manage best with when they have relevant experience and a transferrable skill set.
  
  How does this apply to Ghana's public health administrators. Are they the typical "booklong" professionals that the nation is known for? People who look good on paper but whose skill sets are deficient?
  
  Please give us more information so that we can judge the matter fairly.
