  Meaningless exercise!
  Because of the high level of corruption, this exercise is meaningless. Those who are supposed to implement the policy will build houses and buy cars, and the people who are supposed to benefit from this policy will be left to theory fate, as there is no accountability. I wish I could be proved wrong.

  What happened in the previous case involving the arrest of the people who were supposed to implement this policy but who were abusing the system? Are they the same people conducting this exercise or another group of people is also coming to get what they can and leave the ordinary person high and dry?
