Speaker of Parliament, Alban Bagbin, has summoned the leadership of both the Majority and Minority caucuses for urgent discussions following the passage of the Human Sexual Rights and Family Values Bill, 2025.
Speaking to the media in a video shared by the Ghana News Agency (GNA) on June 1, 2026, Bagbin said the matter required broad consultation because of its significance to the country.

“I have asked the leaders to meet me in my office. So, they will be here for us to go through it. This is such a critical bill that we believe there must be consensus because it is not about Parliament,” he said.
He explained that the bill touches on international commitments, human rights issues and Ghana’s cultural values, making it necessary for all concerns to be carefully examined.
“The UN Charter, the African people's rights and what all we have to go through all. Then we have also our development partners who had a lot of contributions to make. We had the United Nations coming in with proposals, some new rules and everything,” he stated.
Bagbin said lawmakers need to also take into account Ghana’s traditions and values before approving the bill before the house.
“We as Ghanaians also have to dig deeper into our cultures, our customs, our values before we came up with what was passed on Friday,” he added.
The Speaker further disclosed that he was surprised by the speed with which the bill was passed, as he had expected Parliament to only begin the consideration stage before adjournment.
“And in fact, when it was passed on Friday, it was even a surprise to me because I knew that they were going to start a consideration of the bill. And that was the instructions I left before I went to attend to other activities,” he expressed.
According to him, he did not expect proceedings on the bill to be completed that day because Members of Parliament were preparing to leave for their constituencies ahead of the next sitting.
He indicated that he only found out about the bill’s passage through media reportages.
“It was Friday and members wanted to go home early to their constituencies when we were going to sit today so I knew they wouldn't have completed it. But all of a sudden, I read about this passage and later I saw on TV all the things that happened,” Bagbin stated.

Meanwhile, the Minority caucus has rejected the bill that was assed accusing the government of altering the initial contents of the bill laid in 2024.
