I am convinced it is in the right direction for GES to set up the M&E unit to provide regular progress on this important national project. Regular performance results will show whether we are making progress or we need to revise our strategy. In some parts of the world like France, Australia and Germany, it is mandatory that every government policy, program or projrct have an M&E system in place. Setting up an M&E unit should not be seen as a window dressing activity or waste of time and money. Sustainability of this program is dependent on the use of M&E report. Nea otwa so nnim s3 n'akyi akyea, but M&E can help you know whether you're derailing or on track.

There are more serious problems in the education sector which I am going to do justice to.
I was a Mathematics tutor in 1983 in Wesley Grammar School and in Breman Esikuma Secondary School in 1987.
There were very serious infrastructural deficiencies in these schools then. In Breman Esikuma there was no accommodation for me on campus. I had to sleep on the floor in the Headmaster's Bungalow for some time, before one
simple one was gotten for me far away from the school.
There was no pipe borne water. The water company pumped water once in a week to a water reservoir. No electricity then.
I attended Accra Academy in the early '70s and the infrastructure then which we didn't appreciate where first class compared to the same thing now.
For comparison sake, Accra Academy is a smaller carbon copy of the University of Ghana.
It was built roughly in the same decade that the University of Ghana was built.
I had a cultural shock, when I went to the Physics Laboratory in the University of Ghana. No difference between the one at Accra Academy. The value the same.
Infrastructure Maintenance Zero.
The whole edifice in Accra Academy has depreciated over the years no money for maintenance.
University of Ghana is in a different category, so maintenance is readily done.
The whole Science Lab in Accra Academy became dysfunctional. No funds came from Government and the school was handicapped, so finally Tullow was approached and they are renovating the entire Laboratory.
With the ever increasing students population, the appropriate staff strength required to supervise and help in administration, controlling and mentoring is seriously out of proportion.
Most of the staff do not stay on campus, because of very limited bungalows, besides the current rent charges for accommodation within prime areas like Kaneshie , North Kaneshie , Mataheko etc etc which are near by are quite high, most of the teachers stay very far from the school.
Their daily commute to and from school is a whole issue.
This seriously affects academic work. This has resulted in a very high turnover rates, hence the school is not able to retain the best of teachers.
The students population is over 2,000. Majority of the students are day students.
Their daily commute to and from school is quite laborious which has to be addressed.
This seriously affects academic work and has a negative impact on performance.
In the past some students lived in hostels around the school, without controls.
Getting new boarding houses to solve this problem has been painfully slow and proven elusive.
REHABILITATION AND REFURBISHING THE EXISTING CLASSROOMS TO REFLECT THE CURRENT STANDARDS IN CLASSROOM MANAGEMENT AND TEACHING
All the classrooms have to be refurbished to reflect the current mode in teaching. Most classrooms are almost 60 years old and have never seen any maintenance, due to the inadequate funding from the central government.
Depreciation over the years have had a heavy toll on the infrastructure.
There is a need for a total overall of the classrooms where the use of solar lighting will be mandatory.
• The lighting system
• The ceilings
• The shades
• The Boards
• Notice Board
• White Board
• Projectors
• New Chairs & Tables for the classrooms
• All the projectors have to be protected.
ACADEMIC FACILITY USER & RENEWAL FEES
An Academic Facility User & Renewal Fees should be put in place to help raise additional funds (i.e. Internally Generated Funds) to help with the rehabilitation of the facilities including the buildings which are fast depreciating.
The various stakeholders catalogued below should discuss and accept it for implementation :
• The Board of Governors
• The Parent Teacher Association
• The Education Service
• Etc Etc
We propose a yearly contribution of US$ 20.00 every academic for each student.
Enhancing Sanitation by procuring Additional Water Reservoirs
The initial funds raised should be used in procuring very large water tanks “Rambo” and deployed in the both the boarding houses and academic sites.
More washrooms should be made available in especially the academic sites.
The various wash rooms will be refurbished across the entire span of the school.
The funds raised in subsequent academic years should be directed at specific issues
identified in addition to servicing the proposed Joint-Ventures.
This is a research work I did at Accra Academy.
The ministry of Education has got a number of Units which do Monitoring and Evaluation in one way or another,
1. Inspectorate Division
2. Curriculum Enrichment Programmes
3. Audit is done on regular basis etc
etc
CHASS (Conference of Heads of Assisted Secondary Schools) is a major stakeholder in all these, whose concerns are not addressed by Govt.
The problem in the more than 700 secondary schools is decayed infrastructure , uncompleted buildings littered all over the Entire Country.
First Things First.

1. Ridge Church School- 1995
2. Ghana International School -2007/2008
3. Lincoln Community School -2006
4. PTA Chairman in one of the Houses in Achimota School.
