Bosomtwe assembly members passes vote of no confidence against DCE

A group of Assembly Members in Bosomtwe District of the Ashanti Region are calling for a vote of no confidence against their District Chief Executive, Eng. Hamidu Abdallah.

According to them, the Bosomtwe District Assembly is composed of 52 members in total, made up of 35 Elected Assembly Members, 15 Government Appointees, 1 District Chief Executive and 1 Member of Parliament, and that 24 out of the 35 Elected Assembly Members have signed the petition.

Speaking on behalf of the aggrieved members by Nana Akwasi Nyansapo the Assembly Member for Akokofe Electoral Area, he said they are accusing the DCE and his management of poor leadership, misplaced priorities and blocking development in the district's 67 communities.

On the first charge, Nana Nyansapor said the renovation of the Assembly's conference centre at Kokoado was captured in the Assembly's budget, yet eight months on the facility remains unrenovated, forcing the Assembly to hold its General Assembly meetings in church auditoriums and university lecture halls, which makes it difficult to discuss certain sensitive district issues.

He further alleged that there is inappropriate use of the District Road Improvement Programme (DRIP) machines. According to him, the MP for Bosomtwe is ready to provide fuel for the machines to work for two days in each electoral area, but the DCE has been reluctant to release the equipment, and that the machines are only released when individuals or communities pay cash, while inner roads in most communities remain in deplorable condition.

On priorities, Nyansapor questioned why the renovation of the DCE's office, which he claims was not captured in the approved budget, was prioritized over the distribution of street lights.

He said management had promised to ratify the budget to include street lights after concerns were raised during budget approval, but that was never done, leaving many communities in darkness.

He also cited overspending and failure to digitize operations. Citing an audit report, he alleged overspending on administrative expenses and questioned why the Assembly continues to print and fuel vehicles to deliver letters to members instead of using laptops.

He also alleged a conflict of interest, claiming the Assembly's procurement officer is also the supplier of stationery, and that meeting invitations are often delivered late, sometimes while the said meeting is already in progress, without minutes, reports or agenda.

Nyansapor further accused the DCE of failing to brief the Assembly on major government policies, including the 10km road construction project earmarked for each district, and alleged delay in the payment of Assembly Members' allowances, sometimes taking up to two months after release by the ministry, with non-payment of Committee, Sub-Committee, and NALAG capacity-building workshop allowances.

On illegal mining, he alleged that the DCE condoned illegal mining activities in the district and denied it on social media, only to acknowledge it after a regional task force reportedly seized five excavators in the district.

On self-help projects, Nyansapor cited his own electoral area, Amankwaadae in the Akokofe Electoral Area, where the community through self-help has put up a 3-unit classroom block, but efforts to get building materials to complete at least one classroom before the September 8, 2026 re-opening have failed.

He also alleged that projects captured in the budget, including a mechanized borehole and renovation of Akokofe Basic School, have not been executed.

Finally, he alleged that the DCE becomes hostile and intolerant to any member who corrects or advises him based on the Local Governance Act and Model Standing Orders.

According to Nyansapor, the Assembly Members are therefore calling on the appropriate authorities to as a matter of urgency intervene and act on their petition for a vote of no confidence.
