Every procedure in Ghana is cumbersome. This ECG man is talking as if the Meters are readily available to be supplied to customers. One has to sweat and pay bribes before the individual can be supplied. Hence people resort to illegal connections so please Mr ECG, you have to clean your house first before you make any recommendation. Ghana has suffered enough in your hands.

so people are not shocked to death and prevent fires.. It should even be in conduit to prevent rats from eating it. They should be breaker or fuse box's to cut connection on overload or short circuit!
