In a strongly-worded letter which was also copied to the Ghana Football Association, the Porcupine Warriors claim they have a contract with Toure who run away from them to sign for El Gouna.
The defending Ghana Glo Premier League champions are therefore seeking a sanction and a fine to be imposed on the player and the Egyptian side.
Toure, 25, enjoyed a second successive spell with Kotoko winning the best player in the Ghanaian top flight for the 2010-2011 season before falling out with coach Maxwell Konadu who coached the club last season.
Meanwhile, the Ivorian, who is now in his native Abidjan is also on the verge of sending the Egyptian club to Fifa for coming out that he is HIV positive.
