The Office of the Attorney-General has recommended that Greater Accra Regional Chairman of the National Democratic Congress (NDC), Emmanuel Nii Ashie-Moore, be charged with stealing over allegations that he removed the luggage and personal belongings of a Singaporean businessman while the latter was in police custody.
According to a document from the Attorney-General’s Office, evidence gathered by investigators is considered sufficient to support a charge under Section 124 of the Criminal Offences Act, 1960 (Act 29).
The document indicates that the investigation docket includes witness statements, CCTV footage from Fiesta Residences and a cybercrime analysis report.
It identifies Ashie-Moore as the first suspect and states that the available evidence suggests he removed the complainant’s belongings from the hotel while the businessman was in police custody.
The Attorney-General’s Office said the CCTV footage corroborates the alleged removal of the luggage by Ashie-Moore and other unidentified individuals.
The document also raises questions about how Ashie-Moore allegedly came into possession of the complainant’s medication and how the businessman’s passport was deposited at the High Court Registry.
According to the review, these circumstances suggest that Ashie-Moore exercised control over the businessman’s property and support an inference that the items were dishonestly appropriated without lawful justification.
The Attorney-General’s Office has consequently advised investigators to charge Ashie-Moore with stealing, obtain a statement from him and forward the statement to the office for prosecution.
The document further states that the Special Investigation Unit’s duplicate case docket, with reference number R.O. No. 204/2025, has been retained for prosecution.
The recommendation is not a criminal conviction, and the allegations remain subject to the legal process.
