Mahama Commissions Refurbished TOR, Signals New Era for Ghana's Energy Sector

President John Dramani Mahama has reaffirmed his government's commitment to rebuilding Ghana's strategic state institutions following the commissioning of refurbished facilities at the Tema Oil Refinery (TOR) and the successful arrival of the first one-million-barrel cargo of indigenous Jubilee Medium Sweet crude for domestic refining.

Describing the occasion as "a declaration of purpose," President Mahama said the revival of the Tema Oil Refinery represents far more than the restoration of physical infrastructure. According to him, it is a demonstration that Ghana can successfully restore critical national assets through competent leadership, sound governance, professional management, and the unwavering dedication of Ghanaian workers.

The President noted that the refurbishment of the refinery and the resumption of domestic crude oil refining mark a significant milestone in the government's broader agenda to revitalize strategic state-owned enterprises and strengthen Ghana's energy security.

He emphasized that the successful arrival of the first one-million-barrel shipment of Jubilee Medium Sweet crude for processing at TOR reflects the government's determination to maximize the value of Ghana's natural resources by promoting local refining rather than relying heavily on imported petroleum products.

President Mahama stressed that revitalizing the Tema Oil Refinery will help improve energy security, reduce the country's dependence on imported refined petroleum products, create employment opportunities, and stimulate industrial growth. He added that a fully operational TOR will also strengthen Ghana's position within the regional petroleum market while supporting the country's long-term economic transformation.

He commended the management, engineers, technicians, and staff of the refinery for their resilience, professionalism, and commitment to restoring one of Ghana's most important national assets.

President Mahama reiterated that his administration remains committed to rebuilding institutions that are vital to Ghana's economic development and ensuring that state-owned enterprises operate efficiently, transparently, and sustainably for the benefit of all Ghanaians.

He said the commissioning of the refurbished facilities and the commencement of domestic refining using indigenous Jubilee crude symbolize a renewed national confidence in Ghana's ability to transform its resources into sustainable economic prosperity through visionary leadership and effective management.

The commissioning ceremony was attended by government officials, officials from the Ministry of Energy and Green Transition, the management and staff of the Tema Oil Refinery, representatives of the petroleum industry, and other key stakeholders in Ghana's energy sector.
