GPRTU Threatens Nationwide Strike Over GH¢1 “Dumsor Levy” on Fuel

Commercial transport operators across Ghana are threatening to stage a nationwide strike on June 10, 2025, to protest the newly approved GH¢1.00 levy on petroleum products, widely referred to as the “Dumsor Levy.”

Speaking at a press briefing on Thursday, June 5, the Industrial Public Relations Officer of the Ghana Private Road Transport Union (GPRTU), Abass Ibrahim Imoro, criticized the levy as ill-conceived and burdensome.

“This policy brings untold hardship to drivers and vehicle owners. It was implemented without any consultation, and it threatens the survival of many in the transport business,” he said.

The Energy Sector Levy (Amendment) Bill, 2025, recently passed by Parliament, introduces a GH¢1 increase per litre of fuel, expected to generate GH¢5.7 billion annually. According to Finance Minister Dr. Cassiel Ato Forson, the funds will be used to reduce the country’s $3.1 billion energy sector debt and procure $1.2 billion worth of fuel for thermal power generation in 2025.

But transport operators argue the levy will inflate operating costs, raise fares, and hurt livelihoods—especially in a time of economic strain.

“We urge government to reverse the levy immediately and engage us in meaningful dialogue. If not, we will park our vehicles on June 10,” Imoro warned.

If the strike proceeds, it could paralyze transport services nationwide, affecting commuters, traders, and businesses—intensifying calls for the government to reconsider or restructure the policy.
