GRA Announces New Petroleum Levies Effective June 9, 2025

The Ghana Revenue Authority (GRA) has announced revised levy rates on petroleum products, which will take effect from Monday, June 9, 2025, under the Energy Sector Levies (Amendment) Act, 2025 (Act 1141).

The changes, outlined in Tariff Interpretation Order (TIO) No. 2025/003, are part of efforts to raise revenue to tackle energy sector debts, fund shortfall recovery, and ensure power supply stability.

Key Increases in Energy Sector Shortfall and Debt Repayment Levy:

• Super Petrol (Motor Spirit): GHC 0.95 → GHC 1.95

• Diesel / AGO & Marine Gas Oil (Foreign): GHC 0.93 → GHC 1.93

• Marine Gas Oil (Local): GHC 0.03 → GHC 0.23

• Heavy Fuel Oil (RFO): GHC 0.04 → GHC 0.24

• Partially Refined Oil (Naphtha): GHC 0.95 → GHC 1.95

• Liquefied Petroleum Gas (LPG): Remains unchanged at GHC 0.73

These new levies will apply to all petroleum products lifted from June 9, 2025 onward.

Transitional Guidelines:

1. Products lifted before June 9 will retain the old rates.

2. Cash-and-carry transactions lifted on or after June 1 will fall under the new rates.

The directive was signed by GRA Commissioner-General, Anthony Kwasi Sarpong, who urged full compliance by fuel marketers, depots, and filling stations.

The update is part of broader government efforts to streamline energy and environmental revenue planning, supported by digital tools like the Bioland Clearing House Mechanism.
