
The “Best Metropolitan Chief Executive of the Year” remains one of the most contested categories at the Ghana Minister of the Year Awards. It recognizes mayors who have translated national policy into visible impact in Ghana’s biggest cities – from sanitation and decongestion to education, health, and revenue mobilization.
For 2026, five Metropolitan Chief Executives have been shortlisted for their performance since assuming office in April-May 2025 under President John Mahama’s administration:
1. Hon. Michael Kpakpo Allotey
*Greater Accra Metropolitan Chief Executive*
*Profile*
A businessman and former CEO of Our God Is Good Real Estate, Hon. Allotey was unanimously confirmed by AMA assembly members in May 2025 with 100% approval. He previously served as Director of Operations for Okaikwei South NDC.
*Key Achievements (2025-2026)*
- *24-Hour Sanitation Drive*: Launched round-the-clock sanitation operations and rewarded staff for night shifts. AMA now clears ∼80% of Accra’s 1,800 tons of daily waste.
- *Infrastructure & Beautification*: Cut sod for 6 major projects including Makola Government Clinic renovation and Kwame Nkrumah Avenue upgrade. Installed 150 streetlights on Atta Mills High Street.
- *Revenue & Decongestion*: Led operations to inspect Business Operating Permits at Makola Market and initiated plans to redevelop shops into 3-4 storey facilities.
- *Social Inclusion*: Distributed tools and GH¢313,919 to 88 persons with disabilities to support livelihoods.
2. Hon. George Justice Arthur
*Cape Coast Metropolitan Chief Executive*
*Profile*
A trained educationist and former MTN manager, Hon. Arthur took office in April 2025. He holds 3 master’s degrees and 2 bachelor’s degrees in Political Science, Public Affairs, Human Resource Development, Law, and Education.
*Key Achievements (2025-2026)*
- *Education & Health*: Commissioned a 6-unit classroom block at Essuekyir and handed over 3 renovated CHPS compounds at Ayifua, Nkanfoa, and Brimsu.
- *Water & Security*: Commissioned mechanized boreholes at Amissano, Efutu, and Kakumdo. Commissioned Sewin Police Station to improve security.
- *Development Planning*: Launched an 8-year development plan focused on tourism, roads, health, and climate resilience.
- *Community Engagement*: Held town hall meetings to push property rate payment and communal labour, emphasizing orderly, sustainable development.
3. Hon. Richard Ofori-Agyemang Boadi
*Kumasi Metropolitan Chief Executive*
*Profile*
Known as “King Zuba”, Hon. Boadi was confirmed Kumasi Mayor in April 2025 with 98.2% assembly approval. He previously served as Obuasi MCE.
*Key Achievements (2025-2026)*
- *Decongestion & Security*: Led operations to clear traders from Kumasi CBD pavements. Enhanced police patrols improved peace and reduced theft incidents.
- *Public Health Policy*: Introduced a salt reduction policy banning open salt display in restaurants to tackle hypertension.
- *Infrastructure*: Planned road construction from Santasi Roundabout to Asokwa Interchange and removal of containers for dual carriageway. Installed 240 solar streetlights across the metropolis.
- *Education Focus*: Held high-level stakeholder engagement to improve basic education, teacher motivation, and infrastructure.
4. Hon. Ebi Bright
*Tema Metropolitan Chief Executive*
*Profile*
An actress-turned-politician, Hon. Ebi Bright made history as Tema’s first female mayor when confirmed in May 2025. She previously contested as NDC parliamentary candidate for Tema Central.
*Key Achievements (2025-2026)*
- *24-Hour Economy*: Positioning Tema as the flagship city for Ghana’s 24-Hour Economy policy, working with GPHA, TDC, and industry to enable round-the-clock productivity.
- *Infrastructure*: Cut sod for renovation of 4 classroom blocks at Republic School under the “40 Forward” initiative. Upgraded urban roads, school infrastructure, and drainage systems under the “Big Push” programme.
- *Community Engagement*: Led visits to schools, market women, and traditional leaders. Celebrated International Women’s Day in schools and communities.
- *Unity & Social Cohesion*: Called for unity during Eid al-Fitr and donated to Muslim communities on behalf of the President.
5. Hon. Adam Abu Kari Takoro
*Tamale Metropolitan Chief Executive*
*Profile*
Alhaji Adam Abubakari Takoro was confirmed with 100% endorsement in April 2025. He has focused on sanitation, education, agriculture, and youth employment.
*Key Achievements (2025-2026)*
- *Sanitation*: Praised Zoomlion partnership for easing waste management and appealed for more logistics to sustain progress.
- *Education*: Procured 1,170 dual desks and 1,450 mono desks for JHS schools. Constructing 6-unit classroom block at St. Paul’s and KG block at Lamashegu.
- *Infrastructure*: Installed and rehabilitated streetlights from Taxi Rank to Agric Traffic Light and Choggu Roundabout. Led decongestion exercise to remove illegal structures from CBD.
- *Agriculture & Youth*: Distributed 8,300 bags of fertilizer and 12,000 guinea fowl chicks under Feed Ghana Programme. Trained 1,000 farmers in improved practices.
- *Revenue Mobilization*: Projected GH¢5.79M IGF for 2026, generating GH¢1.36M by Q1. Announced plans to designate all 41 electoral areas as revenue zones.
