INSLA Commends Cabinet for Approving the National Medical Trust (Mahama Cares) Fund Bill

The Institute of Leadership and Development (INSLA) commends the Government of Ghana in

particular, the Cabinet for the approval of the National Medical Trust (Mahama Cares) Fund

Bill. This is a bold and progressive step that demonstrates a deep commitment to strengthening

Ghana’s public health system and addressing the alarming rise of Non-Communicable Diseases

(NCDs) as well as easing the financial strain on those living with NCDs across the country.

The passage of this bill into law will mark a significant milestone in Ghana’s journey toward

establishing a dedicated and sustainable financing mechanism to support the treatment,

management, and prevention of NCDs such as diabetes, cancer, heart diseases, kidney failure

and chronic respiratory conditions that continue to claim lives and reduce national productivity.

The Ghana Medical Care Trust Fund provides a ray of hope for people living with NCDs as it

will improve the quality of life for these people and their families by offering committed

financial help. The fund will also be used to create awareness on the NCDs to the general

populace so that people will know the dangers of NCDs and take actions against them.

The Fund is highly expected to strengthen the National Health Insurance Authority (NHIA) to

effectively deliver on its mandate. The bill makes it possible for the NHIA to receive the

uncapped portion of the National Health Insurance Levy (NHIL), increasing funding for medical

services. Additionally, it would establish a long-term, sustainable funding source for healthcare

financing, assisting the NHIA in giving Ghanaians access to affordable, high-quality healthcare.

As a Civil Society Organization dedicated to the promotion and advocacy of healthy living,

social protection, and sustainable development, INSLA recognizes the vital role this bill when

passed into law will play in providing equitable healthcare to vulnerable populations. The

National Medical Trust Fund Bill also offers a clear response to the increasing health financing

gap in Ghana, especially for individuals and families burdened by the high costs of treating

chronic diseases.

INSLA urges Parliament to build on this momentum and expedite processes in passing the bill

into law. We call on Members of Parliament, civil society, the media, and the broader public to

support this national cause. The establishment of the National Medical Trust Fund will not only

transform lives but also promote economic stability and social well-being, and we look forward

to its implementation.

We eagerly anticipate the positive impact of the Ghana Medical Care Trust Fund on our

healthcare system. INSLA affirms our commitment to working closely with policymakers and

stakeholders to educate the public, promote transparency, and support the successful

implementation of the National Medical Trust Fund once it becomes law.
