Leaked Document: How, 12 days after losing the election, the NPP government awarded a $5 million housing contract

After losing the general elections in 2024, the Akufo-led New Patriotic Party (NPP) government of the immediate past gave a contract worth about $5 million to a business called Joberg Ghana Limited, according to a document that GhanaWeb was able to get.

The contract, which calls for building 18 two- and three-bedroom apartments at Cantonments for the Ministry of Works and Housing, was given out just 12 days after the 2024 election, which is startling and startling because the government knew it would soon lose power.

The following was sent in a letter to the CEO of Joberg Ghana Limited on December 19, 2024, and signed by Rev. Stephen Yaw Osei, Chief Director of the Ministry of Works and Housing:

"We are writing to notify you that your company has been granted the USD 4,944,131.07 contract for the aforementioned works, which must be executed and completed within 18 (18) calendar months.

"You must get in touch with the undersigned right away in order to sign the contract and gain ownership of the property for the replacement units. You must provide us with a letter of acceptance and a performance issuance bond equal to 40% of the project cost before you sign the contract.

Following the 2016 elections, the president-elect John Dramani Mahama's Transition Team voiced grave concerns about alleged irregularities occurring in some state entities throughout the transition.

The team described how a corporation would receive GH₵240 million from the departing administration for activities done with the Electricity corporation of Ghana (ECG).

It further claimed that efforts were being made to enlist supporters of the Nana Akufo-Addo-led government in organizations like the Bank of Ghana and the Ghana Revenue Authority (GRA).

Felix Kwakye Ofosu, the Transition Team Spokesperson, said that if any transactions were carried out without following due process, the next National Democratic Congress (NDC) government would hold the departing administration responsible.

When the new government enters power, he said, "We want to warn those involved, especially those who are breaking Ghanaian law and the rules and regulations of the organizations they work for, that they will be held accountable if found to have acted irregularly or unlawfully."
