2 officials dragged before PAC over GH¢8.2 million toilet project scandal

Two officials have been summoned by the Public Accounts Committee (PAC) of Parliament over monies received for a project that was never executed.

The two, identified as Bright Oduro Kwarteng and Theophilus Okine, are reported to have made claims amounting to GH¢8.2 million for the construction of household toilet facilities under the former Ministry of Sanitation and Water Resources’ “Toilet for All” project.

According to the Ministry of Local Government, Chieftaincy and Religious Affairs, who appeared before PAC on April 1, 2026, attempts to verify the claims have been difficult because the officials involved said the supporting documents had been sent to the National Archives.

Appearing before the committee, the sector minister, Ahmed Ibrahim, revealed that although mobilisation funds were paid, no work was actually carried out.

The minister added that the individuals are still working in the public service but have been reassigned to different ministries.

He noted that Theophilus Okine is currently with the Ministry of Defence, while Bright Oduro Kwarteng now serves as Director of Finance at the Ministry of Trade and Agribusiness.

“The good news is that the officers who handled this transaction are still at post in other ministries. The Director for Procurement was one Mr Theophilus Okine, who is at the Ministry of Defence. The other is one Bright Oduro Kwarteng, who is now Director of Finance at the Ministry of Trade and Agribusiness.

“We have the names of the contractors here and the various contracts. They were given mobilisation, but they did not go to the site,” he said.

He also said the previous government had started the process to cancel the contract and give it to another contractor to carry out the work.

For his part, the Ranking Member of the committee, Samuel Atta Mills, criticised the situation and ordered that the officials involved be summoned.

“Wherever the documents are, they would have to come with them. You pay somebody mobilisation to go and work, the person doesn’t do it, takes the money, then you come back to abrogate this contract, repackage it and give it to somebody,” he said.
