$320 million required to curb electricity and water losses – PURC tells Parliament

The Public Utilities Regulatory Commission (PURC) has disclosed that it requires $320 million to help reduce distribution and commercial losses in its networks.

According to the Acting Executive Secretary of PURC, Dr Shafic Sulemana, a public-private partnership could help the commission raise this amount to strengthen its operations.

Speaking during a briefing in Parliament on the Commission’s latest utility tariff adjustment on Wednesday, December 10, 2025, Dr Sulemana emphasised that while quarterly tariff reviews are influenced by macroeconomic factors, the latest adjustment is part of PURC’s multi-year tariff framework.

“The recent upward adjustment is a multi-year tariff and not a quarterly one. The Commission will soon publish a decision note outlining the factors considered in the tariff review,” he said.

On the issue of water shortages being experienced in the country, Dr Sulemana assured Parliament that PURC remains committed to balancing the interests of consumers and service providers while ensuring sustainable investment in the utilities sector.

Responding to concerns from MPs about inadequate stakeholder engagement, he stressed that PURC had held consultations in 10 regions, engaged the Parliamentary Committees on Energy and Sanitation, and planned further meetings with the leadership of both the Majority and Minority Caucuses.
