The government of Ghana is reportedly likely to face a default judgment at the ECOWAS Community Court of Justice in a case filed against it by Toh You Kang, the Singaporean businessman and investor who accused the Greater Accra NDC Chairman, Emmanuel Nii Ashie-Moore, of human rights violations.

According to multiple reports, the regional court is likely to issue a default judgment in favour of You Kang, who filed a $50 million human rights lawsuit against the government at the court.

He has accused the government of violating his fundamental human rights by unlawfully arresting and detaining him and denying him a fair hearing.

He also accused the state of infringing on his freedom of movement and failing to protect his rights through state institutions.

You Kang, according to the reports, asked the court, through his lawyer, Cephas Boyuo, for compensation of $50 million, among other reliefs.

Those reports come after a recent report on a document from the Office of the Attorney General indicating that the sector minister had recommended that the Greater Accra Regional Chairman of the National Democratic Congress (NDC) be charged with stealing in connection with a case involving the Singaporean businessman.

According to a report by thelawplatform.com on October 23, 2026, which cited a purported document from the Attorney General's Office, the recommendation followed a review of an investigation docket containing witness statements, CCTV footage from Fiesta Residences and a cybercrime analysis report.

The document reportedly identifies Ashie-Moore as the first suspect and says the evidence gathered is sufficient to support a charge of stealing under Section 124 of the Criminal Offences Act, 1960 (Act 29).

"Upon careful review of the entire docket, including the statements of the complainant, the 1st suspect, investigating officers, the CCTV footage from Fiesta Residences, and its accompanying cybercrime analysis report, it is my considered view that there is sufficient evidence to support a charge of stealing against the 1st suspect, Emmanuel Nii Ashie-Moore," the document stated.

Background to the $800,000 ECG contract allegations

The case is linked to allegations made by Singaporean businessman Toh You Kang, who accused Ashie-Moore of taking US$800,000 in connection with purported contracts with the Electricity Company of Ghana (ECG) for the supply of electric cables.

In a human rights action filed at the High Court in 2025, Kang alleged that he paid the money after Ashie-Moore indicated that he could help secure ECG contracts.

Kang also accused the NDC regional chairman of violating his rights, including his alleged detention and the seizure of his personal belongings.

These claims formed part of a broader legal dispute between the two men.

Meanwhile, Ashie-Moore, through his lawyer, Gideon Tettey Tetteh, has denied receiving the US$800,000 and rejected the allegations against him.

His legal team instead accused Kang of defrauding Ashie-Moore and his business partners.
