CSA express concern about pay roll

Kumasi, Nov. 19, GNA-The Civil Servants' Association (CSA) has expressed concern about the failure of the Ministry of Finance and Economic Planning to advise the Controller and Accountant General Department on the implementation of the November Salaries. The Association said, 93We want to express our disagreement with the current situation and to humbly appeal to the Ministry of Finance and Economic Planning to halt running of the payroll of Civil Servant based on October figures.

'And to direct the Controller and Accountant General to begin to test run November salaries on the revised placements and corrected distortions, to reflect the agreement in the Memorandum of Understanding.'

These were contained in a release signed by Mr S.Y.A.Chigabatia, Executive Secretary of CSA and issued to the Press in Kumasi at the weekend.

'In our view this directive to the Controller will confirm that the government remains committed to the agreement reached in the Memorandum of understanding and will defuse the distrust and suspicion that is highly mounting among civil servants that the government is out once again to breach the confidence and trust that has always characterised our relations'.

It said if their submissions are disregarded and the current effusions manifest into labour unrest then the Government should hold itself blameable.

The Agreement specifically stated, among other things that, the November 2006 salaries for Civil Servants would reflect the outcome of the revised placements and correction of distortions for the Civil Servants on the Government Universal Salary Structure (GUSS).

The Committee tasked to carry out the task of review of placements and correction of distortions, membership of which included the Civil Servants completed their assignment on October 31 and submitted its report.
