Casely-Hayford proposes Free SHS bond

Sydney Casely-Hayford, a member of pressure group, Occupy Ghana, has suggested the roll out of a Free Senior High School (SHS) bond by government to expand education infrastructure under the Free SHS programme.

After the implementation of the policy by the New Patriotic Party (NPP) government in September, 2017, there has been an increased enrollment across the country. In order to tackle existing infrastructure gap and anticipated infrastructure needs, Mr Casely-Hayford thinks proceeds from a Free SHS bond can be used to address that challenge.

The Financial Analyst who was a guest on Citi FM’s The Big Issue on Saturday, December 2, told the host Umaru Sanda Amandu that a programme for infrastructure expansion can be implemented concurrently so that needs of schools can be addressed to achieve the needed quality of teaching and learning.

“What I would do [is that] I would float a particular bond, alright, basically for developing educational infrastructure and keep it completely separate from my annual budget funding amount which I will use to pay for my free SHS,” he explained.

Asked by the host if he is proposing a Free SHS bond, Mr Casely-Hayford answered in the affirmative adding: “Use that for infrastructural development”.

He believes this will solve reports of decongestion and lack of basic toilet facilities, among other challenges that has been reported since the kick of the Free SHS for first year students.
