Chief, Brother Dodgy Over ?11.5m Refund

TOGBE Forkpe I, headman of South Senchi in the Asuogyaman District of the Eastern Region has been given up to October 25, this year, to refund a total of ?11,526,020 to the South Senchi Community.

The order was given by the District Chief Executive (DCE), Dr. G. K. Siaw and the Co-ordinating Director, Mr. Fuseni Lansah at the district office last Friday after several attempts to get Togbe Forkpe to hand over the Justice and Security Sub-Committee Report over financial impropriety against him.

The money is part of ?38.887.25 million ground rent paid by the Volta River Estates Limited (VREL) through the VRA which the chief and his brother, Phillip Dzramado, a teacher at South Senchi allegedly embezzled without the consent of the community.

Chronicle learnt that Togbe Forkpe, also known in private life as Richard Dzramado, a refrigeration mechanic, on receipt of the money withdrew ?10 million and paid a fixed deposit with the Juapong Agricultural Development Bank (ADB) contrary to the community's resolution for the banking of the ground rent money.

Togbe Forkpe and his brother after waiting for 91 days grace period cunningly withdrew ?692,521 plus interest and made use of the money.

Further enquiries by this paper revealed that Togbe Forkpe, after the submission of signature specimen as approved by the community removed the photographs of Mama Dusor, Queenmother and Mr. Emmanuel Dussey, an opinion leader, to pave the way for him (Togbe Forkpe) and his real brother - Teacher Richard Dzramado.

The changes enabled the two to withdraw the community's money at will until a report was made to the Atimpoku Police and the Asuogyaman District Assembly, prompting the District Co-ordinating Director, refer the case to the Justice and Security Sub-Committee for investigations.

Among items to be returned to the community are a guest house, 200 5" blocks, deep freezer, furniture design block moulder, 63 bags of cement, pad locks, 10 pieces of Italian plastic chairs and a cash of ?800,000 to a mason he, Togbe Forkpe, failed to pay when he worked for the community.

The case is still pending at the Assembly for investigations to be conducted.
