GH¢ 5MILLION FOR BOGUS OPERATIONS
The looting and diversion of the tax-payers money by the NPP has been taken to another level with a staggering GH C 5.000,000.00 (Five Million GH Cedis) being siphoned using National Security as a cover. True Democrat intelligence is in possession of letters from the Ministry of Finance and the Office of the Chief of Staff instructing the Controller and Accountant General to pay the equivalent of almost $5million to National Security. The payment being effected comes off with less than a week to the December 7, 2008 election.
Documents in possession of the paper (see) revealed dubious and sinister operations by the NPP government to loot the treasury clean before the leave office. The most disturbing aspect of the fraud being perpetrated against the people of Ghana is the directive by Dr. Akoto Osei, Minister of State at the Finance Ministry to the Controller and Accountant General to “move the sum of GHC5.000,000.00 from the Cocoa Export Proceeds Account into the Main Cash Account to enable National Security Coordinator, National Security Council Secretariat meet and manage unforeseen logistics and equipment challenges for the Security and Intelligence Agencies” (See Page… for one of the letters authorizing the massive withdrawal of funds).
For the Chief of Staff and Dr. Akoto Osei to order the movement of money from our Cocoa Account smacks of stinking attempts to short-change the people of Ghana. At a time when Cocoa farmers have been crying for their bonuses to be paid, President Kufuor and his gang in the Castle have drawn up elaborate plans to milk the nation dry. Intensive investigations by our intelligence pointed to two reasons why these huge funds are being hurriedly siphoned from the state coffers. There is haste to bribe and corrupt sections of the electorate in these last days in the bid to overturn the imminent defeat of the NPP.
Furthermore, our checks showed that the request is similar to others made in the past in which monies were paid to unscrupulous elements very close to the NPP presidential contest in December last year. Intelligence sources confirmed that those monies were duly diverted and used to purchase residential properties both within and outside the country. The recent deal uncovered by our intelligence sources not only raised eyebrows but confirmed earlier stories published in this medium about the looting and destruction of confidential documents of transactions by the presidency and their acolytes. Explaining the so-called “special operations” as bogus, the sources intimated that the Ministry of National Security as established has been catered for in the 2008 budget. Besides, National Security has its financial estimates approved by the Parliament of Ghana. In that regard, if National Security realized that additional funds are needed to carry out genuine operations, they are required by law to ask for a supplementary budget to meet its exigencies. What is being done now by the Chief of Staff and Dr. Akoto Osei has to be properly investigated and the real purpose for which this colossal amount of money is to be expended unraveled.
