"HND not equal to degree - Declares Cabinet", is the banner headline on the front page of the Graphic. The accompanying story says Cabinet has explained that the Higher National Diploma (HND) is not equivalent to a first degree. The Graphic says a statement issued in Accra yesterday, signed by the Secretary to Cabinet, Mr J.K. Bediako Mensah, referred to the Polytechnic Law which states that polytechnics may award degrees in addition to the HND and pointed out that the law puts the matter "beyond doubt that the HND is not equivalent to a First Degree". The paper says this forms part of recommendations of a committee appointed to examine the placement levels for HND holders in the public and civil services. GRI
