Dr. Glover Quartey Appointed Head of the Civil Service

President J. A. Kufuor has called on Civil Servants to pay particular attention to time management, maintenance of government property and equipment, as well as the cleanliness and orderliness of their work environment.

He also said that the Civil Service needs a dynamic leadership to inspire and rebuild self-confidence and job pride amongst Civil Servants.

President Kufuor was speaking at the swearing-in of Dr. Alex Glover Quartey as the new Head of Civil Service at the Castle, Osu.

President J. a. Kufuor said the success of every government depends on the efficiency of the Civil Service and that it is crucial for the service to keep pace with priorities and speed of any elected government.

The Civil Service, he said must provide continuity for the machinery of state, adding, “Civil Servants are not required to identify with the party of the government or show their personal party political biases, but are obliged at all times to implement as efficiently and competently as possible, policies and plans of the government.”

He, however lamented, that leakage of confidential government documents, deliberate slow pace at which civil servants work and the inability or reluctance to change, drags the pace of government activity. President Kufour that the civil service could not complement the private sector unless it adopts the modern methods that the private sector has embraced.

Responding to the President’s remarks, Dr. Alex Glover Quartey expressed his appreciation to the President for the honour done him. and said, “my vision is to transform that ponderous and cumbersome institution that the Civil Service has become into an increasingly efficient, cost effective, customer oriented and modernized organization.”

He further stated that “I intend to do so by providing a committed, transparent and honest leadership that will fire the civil servant with enthusiasm and excitement to help create the environment of transparency and integrity, giving room for innovation, creativity, initiative and hardwork.
