Ex-Finance Minister And The Missing $25m

Renovation works on the State House, also known as Job 600 is not progressing. This is because an amount of $25 million earmarked for the project cannot be traced. Senior Minister J.H. Mensah told the Daily Dispatch newspaper that the $25 million was given to the Finance Ministry, then headed by Kwame Peprah.

But Mr Peprah has denied that the money cannot be traced. According to him, the country took a loan from the World Bank under the Structural Adjustment facility for budgetary support and this was released in tranches.

?In the loan agreement sent to Parliament, there was no indication that part of the loan was to renovate Parliament. This was because the World Bank did not provide funding for Parliament (I do not know if they do that now)?.

Mr Peprah said under pressure from the then NDC dominated Parliament, the Ministry agreed that part of the money will be used to renovate the Job 600 building. But the third tranche never came because the World Bank wanted Ghana to divest either the Ghana Commercial Bank (GCB) or Electricity Company of Ghana. But that was not done and the money was not released.
