Kissi Agyebeng is the Special Prosecutor
The Office of the Special Prosecutor (OSP) held a press conference on Monday, June 2, 2025, to update the general public on its work and developments in several major cases under investigation, particularly those involving former appointees of the previous New Patriotic Party (NPP) government.
According to the Special Prosecutor, Kissi Agyebeng, while some of the cases have been referred to other law enforcement agencies for it to be reopened and re-investigated, others are being pursued by the OSP with some discoveries made.
The following are the four major cases under investigation by the OSP;
Cecilia Dapaah
The Office of the Special Prosecutor (OSP) disclosed that the case involving former Minister of Sanitation, Cecilia Dapaah, has been forwarded to the Economic and Organised Crime Office (EOCO) for review and the commencement of a new investigation.
This follows the OSP’s own probe, launched in July 2023, into suspected corruption and related offences after large sums of monies and other valuable items were allegedly stolen from the minister’s residence by her house helps.
According to the OSP, though its investigation conducted over seven months did not yield evidence of corruption in relation to Dapaah’s seized funds or her frozen bank accounts, it, however, identified strong indications of suspected money laundering.
“After nearly seven months of extensive investigation by the OSP and a parallel inquiry by the Federal Bureau of Investigation (FBI) in the United States, no direct and immediate evidence of corruption was found in respect of seized funds and frozen bank accounts linked to Ms Dapaah
and her associates – though the investigation identified strong indications of suspected money laundering and structuring, beyond the direct mandate of the OSP,” the OSP stated.
Ken Ofori-Atta
The former Minister of Finance is being investigated by the OSP for suspected corruption and corruption-related offences.
They are as follows;
1. Revenue Assurance Contracts: Examining agreements between Strategic Mobilisation Ghana Limited (SML) and the Ghana Revenue Authority (GRA) concerning petroleum and mineral revenue oversight.
2. National Cathedral Project: Scrutinising procurement processes and financial transactions linked to the construction of the National Cathedral.
3. Ambulance Procurement: Investigating a Ministry of Health contract with Service Ghana Auto Group Limited for the acquisition and maintenance of 307 ambulances.
4. Electricity Company Contract Termination: Assessing the circumstances surrounding the cancellation of a contract between the Electricity Company of Ghana and Beijing Xiao Cheng Technology (BXC).
5. GRA Tax P-Fund Management: Reviewing the handling and distribution of funds from the Tax P-Fund Account managed by the GRA.
National Petroleum Authority (NPA)
Another case currently under investigation by the OSP appears to involve officials of the National Petroleum Authority (NPA), a state institution, over suspected corruption and related offences.
Providing an update on the progress of the case, the OSP stated that it had uncovered illegal activities that occurred between 2022 and 2024, in which some high-ranking NPA officials allegedly used their public offices to implement unlawful schemes for personal gain.
“The OSP investigation has revealed that between 2022 and 2024, some high ranking and other officials of NPA devised and implemented a corrupt scheme of using public office for profit – through threats, intimidation, coercion, suggestions, bribery, and inordinate regulatory duress – to obtain, for their personal benefit, large sums of money from oil marketing companies and other entities under their statutory regulatory, licensing, oversight, and monitoring mandate in the petroleum downstream industry,” it said.
It also disclosed that it had uncovered proceeds from the alleged corrupt scheme amounting to GH¢280,516,127.19, and that it intends to file criminal charges before the end of June.
Charles Bissue and Andy Owusu
The OSP has filed criminal charges against Charles Bissue, former Secretary of the now-disbanded Inter-Ministerial Committee on Illegal Mining, and Andy Thomas Owusu, in connection with fifteen counts of corruption and corruption-related offences.
Meanwhile, the OSP stated that Andy Owusu, the second accused in the trial, has requested a plea bargain, which has since been filed.
