Chicago - When he delivered his budget address Wednesday, Gov. Pat Quinn continued a tradition of honoring Black History Month with his outfit. The governor wore a Kente stole that was made in Ghana. The scarf said “governor” on one side and “Illinois” on the other. This year was the ninth that an Illinois governor has worn a Kente stole while delivering a budget address.
