The government advanced 910.5 million cedis to 45 public institutions as revolving funds by the end of 1994. The Controller and Accountant-General's (CAG) report on the central government accounts for the year ending December 31, 1994, said that the highest vote of 90 million cedis went to the former PNDC Member responsible for Defence in 1993. 65 million cedis was further released to the same source.

The Registrar of the University of Ghana had 59.4 million cedis in 1994, 20 million cedis more than the 1993 vote. The universities of Cape Coast and Science and Technology had 45 million cedis each.

The GAG's report is the first in over 15 years to meet the March 31 statutory deadline for the submission of its report on the government's accounts for the previous financial year. The Ghana Police Service had 70 million cedis as against 22 million cedis for the Chief Fire Officer and 14 million cedis for the Ghana Immigration Service. The Institute of Professional Studies, the Museums and Monuments Board, Parliament and the Commission on Human Rights and Administrative Justice which had nothing in 1993 were allotted some funds during the year with Parliament taking 50 million cedis.
