Here is when the double-track system will be phased out

President John Dramani Mahama, has disclosed that the government will end the double-track system in senior high schools (SHSs) by 2027 following a $300 million World Bank-financed facility under the Transformative Secondary Education for Access, Results and Relevance for Jobs (STARR-J) project.

He made this known at the commissioning of the PET CT Scan facility at the Sweden Ghana Medical Centre in Accra on May 13, 2026.

“By 2027, there should be no secondary school implementing a double track system in Ghana,” he stated.

Under the project, 30 Category C schools will be upgraded to Category B, while 20 Category B schools will be upgraded to Category A.

The project is also expected to expand access and improve quality in secondary education nationwide through major infrastructure upgrades and school improvements.

“30 Category C senior high schools will be upgraded to Category B. 20 Category B schools will be upgraded to Category A.

This strategic investment is not simply about expanding infrastructure. It is fundamentally about promoting equity, improving quality, and widening opportunities for every Ghanaian child.

“The STAR(R)-J project will also operationalize the community day school concept. New E-Blocks are going to be built in urban and peri-urban communities. These are going to be community day schools," he said.

The double-track system was introduced by the Nana Addo Dankwa Akufo-Addo-led government as a stopgap measure to manage overcrowding following the expansion of access to secondary education, was necessary to ease pressure on existing infrastructure.

Following its implementation, enrolment in public senior high schools surged by more than 30 percent, exposing critical shortages in classrooms, dormitories, and other facilities.
