High Court clears way for GSA to enforce container charges cap

The Ghana Shippers' Authority (GSA) has secured a significant legal victory after the High Court dismissed an application seeking to suspend the implementation of its directive capping Container Administrative Charges (CAC).

The ruling clears the way for the Authority to enforce the new policy aimed at regulating shipping-related costs at Ghana's ports, a move expected to provide relief to importers, exporters, and other port users while strengthening oversight of administrative charges imposed by shipping lines.

The directive places a ceiling of GH¢720 per Twenty-foot Equivalent Unit (TEU) on Container Administrative Charges.

According to the Ghana Shippers’ Authority, the High Court ruled on July 10, 2026, that the directive had already taken effect upon its issuance, making it inappropriate to grant the injunction sought by the applicants.
