High Court declares Nkonya capital of Biakoye District Assembly

Accra, Jan. 24, GNA - The Accra High Court has declared Nkonya Ahenkro as capital of the Biakoye District Assembly in the Volta Region.

The court said the name found in Regulation 6 of the Local Government (Biakoye District Assembly) (Establishment) Instrument, 2007 (LI 1910) was Nkonya Ahenkro and not Worawora.

The document containing the court's judgement signed by Justice S.K.A. Asiedu, the sitting judge, was made available to the Ghana News Agency in Accra on Monday.

Justice Asiedu said the same Regulation 6, which the Supreme Court in its judgement dated 18 February, 2010, quoted Worawora as the capital where meetings of the Assembly shall be held, was the same regulation which he found with the name Nkonya Ahenkro.

According to Mr K. Edu, Chairman of Nkonya Youth Association, there was also the wrong impression created that some chiefs met and agreed that the capital should be at Worawora.

Mr Edu noted that the chiefs met on the creation of the Oti Region for northern Volta Region and not about the district capital.

He said the creation of Biakoye District Assembly and the naming of Nkonya Ahenkro as district capital were by Executive Instrument (EI) 11 of 2007 and LI 1910 by former President John Agyekum Kufuor.

Mr Edu noted that the people of Worawora were part of the new district carved out of Jasikan District.

He said the people of Worawora proceeded to court to challenge the naming after it was debated and passed by parliament on February 28, 2008.
