How Kpessa Whyte blew GH¢155k on unserviceable vehicles

An intercepted copy of an audit report of the National Service Scheme (NSS) carried between January 1, 2014 and December 31, 2015 under the tenure of Dr Kpessa Whyte, a former Executive Director at the scheme has revealed widespread financial administration regulation irregularities in the disposal of unserviceable vehicles.

According to the document in possession of mynewsgh.com, Management of the Scheme in a letter dated 24th March 2015 to the Chief of Staff requested his authority to dispose of 24 unserviceable vehicles through public auction which was granted on May 4, 2015.

The report stated that management between March 17, 2015 and December 14, 2015 use an additional amount of GH¢155, 077.05 in servicing the said vehicles but failed to seek fresh valuation from the State Transport Corporation (STC).

It was established that the vehicles in question were later auctioned at GH¢81,000 as against GH¢155, 077.05 that was earlier invested in the repairs.

This resulted in the loss of value of the vehicles leading to a shortfall of GH¢74,007 from the proceeds of the auction according to the document and in violation of Regulation 39(1) of the Financial Administration Regulation which states “ahead of the department shall ensure that moneys are utilized in a manner that secures both optimum values for the money and intention of parliament”

Sources at the NSS revealed to mynewsgh.com that the Board is scheduled to meet this week and deliberate on the findings of Auditor General’s Report which are damming considering the level of financial impropriety.
