Former Central Regional Minister, Kwamena Duncan, has expressed dissenting views on the proposal to legislate the Free SHS policy.
"For me, I don't understand it. Unless you call the Minister (Education Minister) to explain it, I don't understand it," he told Kwami Sefa Kayi.
The Majority Leader in Parliament, Alexander Afenyo-Markin, has indicated that the government intends to present a bill to Parliament. However, Kwamena Duncan doesn't see the necessity for the policy to become a bill.
He argued that once the policy is enacted as a bill, it implies that any person or party in power could repeal it.
Therefore, he believes this is not the correct approach to sustain and improve the policy.
He presented these arguments on Peace FM's "Kokrokoo" program on Wednesday morning.
