The Chief Justice, Mr. Justice I.K. Abban has stated that delays in the administration by the courts are basically due to inadequate logistics, judges and courtrooms to help in dispensing justice. Mr. Justice Abban also noted that lack of well-stocked libraries to promote research and aid quality judgement serves as a drawback in the giving of judgements. Mr. Justice Abban speaking at the Speaker of Parliament's Breakfast meeting, revealed that persistent delays in the delivery of judgements on a case could cost a judge his or her promotion. He has proposed the building of two administrative blocks within the precincts of the court to decongest the Supreme Court, which is bursting with people, and make room for more courts and chambers for judges. Mr. Justice Abban explained that even though there are 110 district tribunals, there are vacancies for 52 Chairmen for these courts and poor pay serves as a disincentive in attracting good lawyers to accept postings there.
